This is a hands-on role focused on managing payroll, benefits administration, onboarding, compliance, and employee records with accuracy, efficiency, and professionalism. The position is responsible for maintaining consistency, ensuring compliance, and supporting high-quality service delivery across all HR touchpoints. It requires the ability to manage competing priorities across different organizational contexts while consistently delivering timely, accurate, and people-centered support. This position reports directly to the CEO and plays a key role in upholding MDC’s people-first approach and high standards of service.

This position is fully on-site at our Rockville, Maryland office, with a standard schedule of 8:30 AM to 5:00 PM EST, Monday through Friday. This work is performed in a seated, office-based environment with frequent use of a computer, phone, and other standard office equipment.

Professional Background:
- GED, high school diploma, or equivalent experience is required; some college coursework or administrative training is a plus.
- Minimum of 7 years of progressive HR experience, SHRM-CP, SHRM-SCP, PHR, or SPHR certification strongly preferred
- In depth knowledge of employment laws, HR best practices, and multi-state compliance requirements.
- Proficiency with HR and benefit systems (i.e. Paylocity, ADP, Principal, Benefitmall, etc.).
Core Functions:
- Manage timesheet review and end-to-end payroll processing, ensuring accuracy in pay, deductions, benefit contributions, and timely issue resolution.
- Administer employee benefits programs, including enrollments, terminations, and coordination with brokers for health insurance, retirement plans, and leave policies.
- Lead onboarding and orientation processes to ensure a welcoming and compliant start for all new hires.
- Maintain, interpret, and improve HR policies in alignment with employment laws and organizational goals.
- Provide hands-on guidance to managers on performance conversations, development planning, and disciplinary actions.
- Conduct or support investigations, address employee concerns, and ensure consistent handling of employee relations matters.
- Lead offboarding and exit interview processes, identifying trends and informing organizational improvements.
- Research and recommend HRIS platforms and lead implementation to streamline systems across MDC and client organizations.
- Analyze HR data and trends to inform decisions, identify gaps, and strengthen organizational practices.
- Operate as a trusted HR advisor across multiple clients, balancing varied priorities, ensuring compliance, and applying best practices tailored to each environment.
- Perform other related duties and lead special projects as assigned.

Compensation & Benefits

- Salary Range: $85,000 - $95,000 per year, depending on experience.
